When do the rules pertaining to the Three Weeks start?

They start with sundown of the evening prior to the 17th of Tammuz. The fast starts in the morning, but the “Three Weeks” start at night.1

Below are the dates for the next few years: 

2009 Sundown July 8

2010 Sundown June 28

2011 Sundown July 18

2012 Sundown July 7
