Is a 'non-dairy' label the same as pareve?

If the food has a Kosher certification then it is the same as pareve, and can be eaten with meat. If it does not have kosher certification then it is possible that non-kosher meat ingredients, or even traces of dairy, were mixed into the product.

This is even if such ingredients are not listed. One can never be too sure what "natural coloring" or "natural flavors" may actually contain.

Kosher
Literally means "fit." Commonly used to describe foods which are permitted by Jewish dietary laws, but is also used to describe religious articles (such as a Torah scroll or Sukkah) which meet the requirements of Jewish law.
