Is tzitzit a requirement for any four-cornered garment?

A four-cornered plastic or leather garment does not require tzitzit. btw, the ideal way to perform the Mitzvah of tzitzit is with a woolen garment and woolen fringes. b) Only a garment which covers most of the body requires tzitzit. Is my undersdtanding correct, that the Tallit is a prayer shawl worn on the outside, and the Tzitzit is to be worn under a shirt? Please explain! Editor's Comment You are correct with regards to common vernacular. The word tzitzit is used to describe the smaller fringed garment which is (normally) worn beneath the shirt, and the tallit is usually a reference to the larger prayer shawl.
