A person is required to recite the Tefilat Haderech whenever going on a journey whose duration is more than 72 minutes. This time begins after departing the city limits. City limits don’t necessary follow municipal borders, rather any contiguously populated area is considered to be one city. So it is technically possible to travel a great distance before leaving “the city.”
