Does a mourner wear tefillin?

When Ezekiel was told by G-d not to mourn for the death of his wife,1 he was instructed:2 "Be silent from groaning, do not practice rites of mourning for the dead, don your glorious headgear [i.e. Tefillin]..." From this verse it is inferred that a mourner does not wear tefillin.

This rule only applies to the first day of shivah -- the only day of mourning which is biblically mandated.3
