At what age should a boy start wearing tzitzit?

It is customary to begin educating young boys to wear Tzitzit when they reach the age of three.

for the 3 year old boy putting on tallit, etc.

Should he say a bracha? at what age should that

start? What if he is not potty trained?

He should say a Bracha. As soon as a child is able to talk he should begin being educated with the appropriate blessings. It doesn't matter if he is potty trained or not, although good luck with that one :-)

Tzitzit
Literally: the fringes which are attached to four cornered garments, as Biblically mandated. Normally this word refers to a t-shirt sized four cornered garment which contains such fringes, and is usually worn beneath the shirt.
