If one of my Chanukah candles blows out prematurely, do I have to relight it?

If the candle has already burned the necessary minimum amount of time (see How long do the Chanukah candles have to burn?), you do not have to relight it. If the candle blew out before this time has elapsed, technically you still don't have to rekindle it, but the common custom is to do so anyway. This is only true if the candle was accidentally extinguished.

If a Chanukah candle was intentionally extinguished, or was lit in a windy area where it it would likely blow out, then you must relight it if the candle hadn't burned for the minimum time
If, however, it was intentionally extinguished, or if it was originally lit in a windy area where it was assumed that it would blow out, then you must relight it if the candle hadn't burned for the minimum time.1
